About Us
The Exeter STaR (System, Treatment and Recovery) project is a pioneering initiative funded by the Office for Health Improvement and Disparities (OHID), designed to support individuals experiencing rough sleeping or living in temporary accommodation who are facing substance misuse challenges. The project aims to transform engagement and recovery outcomes through a trauma-informed, person-centred approach.
STaR is a partnership-driven project, involving organisations such as CoLab, Together Devon, BCHA, Julian House, Clock Tower Surgery, BtheChange, Devon & Cornwall Police, Exeter City Council, and Devon County Council Public Health.
It builds on existing best practices and relationships, aligning with other programmes like RSI (Rough Sleeper Initiative) and One Mental Health Team to unify as a multidisciplinary team under a “One Team Model”.
The team operates using the MEAM (Making Every Adult Matter) framework, which promotes coordinated, long-term solutions to complex social challenges through partnership working and trauma informed care.
The Clocktower Surgery
The Clocktower surgery is part of Inclusion Health Devon who caters exclusively for Exeter’s & Barnstaple's homeless and vulnerably housed. Colocated within CoLab in Exeter (Clocktower) and the Freedom Centre in Barnstaple working alongside other agencies to deliver more efficient and streamlined support for their client groups.
Having a GP surgery dedicated to caring for the homeless and vulnerably housed under the same roof as housing, support, mental health, and probation services, as well as a number of other voluntary agencies, has empowered Inclusion Health Devon to change for the better the lives of some of the city’s most disadvantaged residents.
Waythrough
Waythrough are specialists in mental health, alcohol, drugs and related areas, delivering evidence based support designed around the needs of the people they work alongside.
Their approach is grounded in kindness, courage and respect, recognising that people and their experiences do not fit neatly into systems or services. Waythrough works alongside people without judgement, helping break down barriers to support and recovery.
As part of the STaR alliance, Waythrough contributes specialist treatment and recovery support within a collaborative, trauma informed and relationship based model.
CoLab Exeter
CoLab Exeter is a place based charity working to change what is possible for people facing some of the toughest challenges, while helping transform systems that can exclude and marginalise people.
Based in Exeter, CoLab brings together services, partners and communities to create more relational, responsive and collaborative approaches to support. Their work is rooted in dignity, trust and belonging.
As part of the STaR alliance, CoLab helps strengthen joined up working across organisations, creating spaces for collaboration, innovation and more connected support for people experiencing complex needs.
bthechange
bthechange CIC designs and delivers trauma informed and culturally competent programmes that support people through periods of crisis, instability and change. Their work is rooted in inclusion, recovery and meaningful engagement, ensuring people facing structural barriers are met with compassion, authenticity and practical support.
Through criminal justice programmes, one to one support, early intervention and systemic change work, bthechange focuses on building trust, promoting fairness and creating support that is responsive to real world experiences and need.
As part of the STaR alliance, bthechange contributes trauma responsive, relationship based and culturally informed approaches that help strengthen engagement, recovery and long term positive change.
BCHA
bcha is a housing and support organisation working with people experiencing homelessness, social exclusion and vulnerability. Their work focuses on providing safe accommodation alongside practical and person centred support.
Within STaR, bcha contributes specialist housing knowledge and support to help people build stability and move towards longer term recovery.
Devon County Council
Devon County Council commissions and supports services aimed at improving health, wellbeing and outcomes for people across Devon. Through partnership and system wide collaboration, Devon County Council supports innovative approaches to addressing complex social challenges.
As part of the STaR alliance, Devon County Council helps enable integrated support focused on recovery, stability and reducing barriers to engagement.
Exeter City Council
Exeter City Council plays a key role in supporting people experiencing homelessness and housing instability across the city. Through partnership working and coordinated responses, the council supports access to accommodation, housing pathways and wider support services.
Within STaR, Exeter City Council contributes to a more joined up approach focused on stability, prevention and long term housing outcomes.
